"Schedule" permission should include ability to set fix version

      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      Currently, only the "Resolve Issues" permission has the ability to set a fix version. We often use the "Fix Version" for scheduling purposes. That's why I think the "Schedule" permission should enable one to set a fix version.
