Implement a maximum value validator for Worklog

Other Time management systems have additional features to complement the Worklogging (time spent), Implement the ability to set Maximum/Minimum values for time spent to ensure users don't enter exaggerated values that hurt the reports.

This is very important because despite the value being edited after being entered, it is tracked in the issue history and reflected on the Reports.
