Translations for custom field descriptions are not shown on issue view

Issue Summary

Translations for custom field descriptions (added under Global Settings -> Custom Fields) are not shown on issue view.

Steps to Reproduce

1. Go to Global Settings -> Custom Fields
2. Select "Translation Options" via the meatball menu for any non-locked custom field
3. Add a name and description translation for a locale (for example, French)
4. Change your language under the personal settings page (for example, to French)
5. Open an issue that shows that custom field 
6. Hover on the icon next to the custom field name

Expected Results

The description tool tip display the translated description that was entered for the user's current locale.

Actual Results

The description is shown in English
