Improve "Change date and time formats" documentation

Current documentation https://support.atlassian.com/jira-cloud-administration/docs/configure-the-look-and-feel-of-jira-applications/ includes how to change the date format but lacks each of the 4 keys behavior.

The documentation includes a server (java) and a client (javascript) example but doesn't indicate what is modified in the Jira UI when updating those.

It would be helpful if Atlassian had better documentation on date and time picker fields and the settings used to modify them.
