In order to develop in a test environment, I'd need to export the configuration from that environment and merge it into the already in use productive installation of JIRA.

"Configuration" here means: Custom fields, screens, a project, a workflow, a permission scheme, groups, user-group associations, etc.. No issues, no users, no history, no subscriptions.
