Ability to set personalized time format via user profile

Summary

Currently it is only possible to set the timezone in the user profile. It will be great if users are able to set their preferred time format similar to how 'Look and Feel' in JIRA is doing it; the only difference is that it is a personalized configuration instead of an instance wide configuration.
