New issue view: 24hour time in date/time picker

       Problem Definition

      In the new Jira issue view, it's not possible to have the date time picker display time in 24hour notation, i.e. 8:30 PM instead of 20:30.

      Suggested Solution

      • Allow the date/time picker to display time in 24hour notation instead of 12hour

      Why this is important

      • It was possible in the old issue view
      • Some customers prefer to work in 24hour time

      • No known workarounds
