Improve "Was" JQL operator for values that were set on issue creation e.g assignee

Problem Definition

Currently, "WAS" JQL operator will search for issues based of the issue's history. For example, when an issue is assigned to a user during issue creation, the issue history will not record any changes done to the Assignee field. With that, "Assignee was currentUser()" will not return this issue in the result.

Suggested Solution

Improve "Was" JQL operator to be able to search for issues when certain fields are not included in Issue history.
