prevent JIRA to list issues in search engines

      We use the JIRA cloud service. Since bugs may contain security related content we would like to disable search engine listing.

      Normally this is done with the meta tag:
      <META NAME="ROBOTS" CONTENT="NOINDEX, NOFOLLOW">

      A configuration in the admin area would be great.
