Let Post-Function to Override Default "Issue Security Level" Value During Issue Creation

      NOTE: This bug report is for JIRA Cloud. Using JIRA Server? See the corresponding bug report.

      If we put a post-function in the "Create" transition to set Issue Security Level, it won't take effect. The default value of Issue Security level will override it.

      It'd be helpful if the post-function for setting Issue Security Level, especially for automation. Users can set "if user is in this role/group, set to this level".
