JIRA is serving several batch files per page, sometimes as many as 12 per page.

There may be opportunities for redeclaring or optimising web-resource dependencies such that there are fewer context batches.

There may also be opportunities for removing explicit requireResource calls by rolling them in to more appropriate web-resource contexts and including those instead.
