Limit results in work log tab

      Problem Definition

      If an issues has lots of work log entries, they are currently all loaded in the work log tab.  This causes long load times for some issues and a unnecessarily long page.

      Suggested Solution

      Limit the initial result set to the most recent work log entries, similar to how comments and activity stream have limited initial results, with links to give the full list.
