Allow voting for Closed Issues

      Summary

      When an issue is closed, users cannot vote for it despite the jira.issue.editable property is set to true or absent.

      Steps to Reproduce

      1. Create a Ticket
      2. Log in as a different user
      3. Close the issue
      4. Attempt to vote for the issue

      Expected Behaviour

       User is able to vote.

      Actual Behaviour

      User is unable to vote as the votes link is greyed out.

      Workaround

      1. Reopen the ticket
      2. Vote for it
      3. Close the ticket
