REST call for System info details

      Currently there exists a REST endpoint: /rest/api/2/serverInfo, but this provides very limited information about the JIRA application and environment.

      This request is for an rest endpoint that would provide full details similar to the "System info" admin section of JIRA:

      * http://localhost:8080/secure/admin/ViewSystemInfo.jspa
