Allow Assignee to be set as required without being shown in Issue Collector

      Problem Description

      As u user, there are some requirements that I need to have:

      1. Make Assignee as required globally by setting Allow unassigned issues to Off
      2. Hide this field from Issue Collector
      3. In the project, the default assignee is already assigned to a user.
      4. JIRA should still allow user to create a new Issue Collector

      Current behavior, JIRA doesn't allow it.

      Suggested Resolution

      Allow Assignee to be set as required without being shown in Issue Collector.
