Support migrating system fields entirely to tabs for View screens

      It would be nice if on screens used for viewing issues that System fields would migrate to a tab to keep the view clean when added to a tab. 

      Even if they defaulted to a "Systems Field" Tab, having those fields support the tab feature would help create a clean tabbed view.
