Custom notification when adding a component

Problem: In JIRA we are able to configure the events in the notification scheme to fire events that send notifications to users based on a notifications scheme.

Although we don't want to set an user to receive all notification updates of an issue, but only when the component field is changed, added or edited.

Suggestion: A suggestion would be to have a way to customize our notifications and events, so we would be able to set only a single user or role to receive an update regarding a single field in a specific case, like when the issue is added.
