Add the ability to attach/delete issue attachment via REST without sending notifications

      Add the "notifyUsers' parameters also to the following REST API:

      1) add attachment:
      api/2/issue/

      {issueIdOrKey}

      /attachments

      2) remove attachment
      api/2/attachment
