At the moment JIRA has a global value in the jira-config.properties file that can be set to limit the number of results that would be returned in a view such as an RSS feed. (See document Limiting the number of issues returned from a search view such as an RSS feed.) Currently that value defaults to 1000 issues, however it can be set with the property of 'jira.search.views.max.limit'. JIRA also has a property to allow an unlimited result to be returned by using the property 'jira.search.views.max.unlimited.group'.
However it would be helpful if you could set specific limits to different groups. In such cases where you might have certain users that should be more restricted, other users that can be less restricted, and then the final small group that is unrestricted. The more users that exist in the current unlimited group potentially can create more and more of a performance issue on the server, since large environments could have hundreds of thousands of issues or more and having even a few users make such requests can have a noticeable impact on system performance. This would provide a more granular control of the issue limits in the hands of the JIRA administrator.
