Grant Bulk Change permissions per project

      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      Consider the scenario:
      Project Member Role - group A+group B
      Project Administrators Role - group B

      If user John is in group A and group A has global Bulk Change permission and group A is in Project Member Role for projects P1, P2, P3 with Edit Issue Project Permission in each of these then John would be able to Bulk Edit issues in all 3 projects (P1,P2,P3).

      We want to:
      1. John to be able Edit issues in P1, P2, P3
      2. John to be able to Bulk Change issues in P1, P2
      3. John to be denied Bulk Change issues in P3
      4. Only Project Administrators who belong to group B must be able to Bulk Change issues in P3. Note John is not a member of the Project Administrators Role but group B is in both Project Member Role & Project Administrators Role for P3

      If the Bulk Change was available per project under Project P3 Permission Scheme I would:
      1, Grant Edit Issues to Project Members
      2. Grant Bulk Change to Project Administrators
