Steps to Reproduce

1. Add the following option in your jira-config-properties to support more workflow buttons: ops.bar.group.size.opsbar-transitions = 5
2. Create a workflow with 5 steps;
3. Add the option opsbar-sequence in each transition with different values (11, 12, 13, 14)
4. Create an issue;
5. The transitions will appear in the order defined by the opsbar-sequence;
6. If you create another issue from the issue view screen, the order will not be respected once you perform a transition.

Actual Results

Creating an issue from the issue screen, then browsing to this issue will not respect the order.
