Pin multiple/important comments to the very top of issue

      As a JIRA user, I like to pin all important comments at the top of everyone's comment, similar as how forum threads are pinned at the top of the page.

      This is useful whenever you have over 100 comments and you like to highlight important summary/information above the rest, instead of using permanent comment link every time.
