Fix menu bar on top of screen

      As a Jira user I would like to have the menu bar fixed on top of the screen.

      Normally when you scroll down on a page the menu bar disappears.
      When I want to create an issue I first have to scroll up to see the correct button.

      Off course you can use a keyboard shortcut (c for creating an issue) but most users are not that experienced and would like to see the create button instead.
