Comment permalink not scrolling into view

      Summary

      When clicking on comment permalink, the comment is not scrolled into view.

      Environment

      Found on v7.1.0-rc3#71003-sha1:5e738c3:node1 on JAC.
      Browser: Google Chrome Version 46.0.2490.80 (64-bit)

      Steps to Reproduce

      1. Click on a comment permalink such that it opens in a new tab

      Expected Results

      The comment should be highlighted and scrolled into view

      Actual Results

      The comment is not scrolled into view.

      Workaround

      Use Firefox Browser
