      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      Need a way to give users a specific number of votes. The java.sun.com site is a good example. A person can place all N votes on one item or spread them around. Once an issue is closed, the votes assigned to that issue are returned the the users' pool of available votes.
