group names should be lower-cased

      Shared user and group information between Confluence and Jira tends to encounter problems on casing issues - for example, Confluence, in many parts of the codebase, forces user and group names into lower case (see CONF-2283 and linked issues).

      We need to decide how to handle user and group names between applications or universally.
