Activating workflows in JIRA Enterprise is unintuitive

      When you have just created a workflow, the subsequent steps required to 'enable' it are:

      • Create a workflow scheme
      • Add workflow to scheme
      • Associate scheme with project

      This is not at all obvious from the web interface.
