Lock down version before release (prevent fix-fors being set to a version)

      I would like to have a seperate permission for the "fix for" field. The reason behind this is that the project lead should be able to lock the issues for a specific version, and no developer should be able to add or remove issues. All new issues will be added to a new version. Developers should be able to edit other fields.
