Create Filter link on Favorite Filters gadget redirects to an issue

Summary

The Create Filter link on the Favorite Filters gadget in JIRA redirects to an issue rather than staying on the Issue Navigator page if the user is on the Detail View

Environment

JIRA v7.0.0-OD-08-002

Steps to Reproduce

1. Create a dashboard
2. Make sure your Issue Navigator is set to use the Detail View rather than the List View
3. Add the gadget Favorite Filters
4. Click on the link Create Filter

Expected Results

Redirects to Issue Navigator in order to create a new filter

Actual Results

Redirects to Issue Navigator then to the first issue listed

Workarounds

1. Use the Issues link located at the top navigator bar
2. Set the Issue Navigator to List View
