Provide a better way of clearing cache for JIRA Data Center (Cluster)

      Problem

      Corrupt caches or invalid data could occur in one or more nodes on a clustered environment (JDC). Therefore, it is not practical to shut down all nodes to refresh or clear out JIRA cache.

      Workaround

      Restart all JIRA nodes to update the in-memory plugin related caches

      Proposed Solution

      Provide an option to refresh plugin/application caches runtime across all nodes to prevent invalid data to be synced.
