Duplicate Labels Regardless of Case Sensitivity

      It appears when initially creating an issue in JIRA that you can create duplicate labels regardless of case sensitivity. For example, I can create three labels (test, TEST and TEst) and they will all show up as a listed label within the JIRA issue (see screenshot).
