Configuring "What's New" dialog for JIRA

      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      For now, it is not possible to customize or configuring the content of the "What's new in JIRA" dialog, but it is possible for Confluence. Hence, it would be great if we could configure the content of the dialog such like announcement or any important updates.
