If the Contact Administrators Form is not enabled in JIRA, when users click on the option at the login screen, they get:

Your JIRA administrator has not yet configured this contact form.

It would be great if when the option is disabled, nothing shows up.

Note:
This is only shown in the login gadget. In the login page the "JIRA Administrators" does not link to the form.
