Jira livestamp does not use proper I18N in Activity Streams

      The issue is described here.
      Briefly, now in Streams, we're using jquery-livestamp.js. But it seems that it does not use a proper way to retrieve I18N text for gadgets. So, the format of the date, time sometimes is not correct.
