Restrict Incoming Mail Handlers association to used Mail Servers

      Problem:
      When multiple mail handlers point to the same Mail Server, there is a race condition causing the handlers to miss emails as shown at: JRA-42044

      Suggestion:
      Since the race condition was closed as "Won't Fix", please create a restriction from the UI to prevent the creation of Mail Handlers on Mail Servers that already have a Mail Handler configured to it.

      Scenario:
      Administrators sometimes configure different Mail Handlers to one Mail Server and using the Catch Email functionality they split incoming emails into multiple projects.
