As an admin I would like JIRA to import the last login data from project import

Problem Definition

At the moment, when users are created using project import, their last login information is not imported in the new instance.
Steps to reproduce :

• Use project import to import data from another instance.
• Notice that it adds new users that are not already present on the instance.
• However it does not include the last login information for the users.
• The last login information is shown as "not recorded".

Suggested Solution

We would be able to import the last login information from the source instance. If not, there should be an option to set it to the import date.
