      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      Current scenario:

      'Assignee' field cannot be set as required on Field Configuration. The only option to have assignee required is upon changing the "Allow unassigned issues" setting under General Configuration, which affects all projects.

      Work-around:

      Assignee field can be marked as required upon using a 3rd party add-on, as per steps listed on this article.

      Suggestion:

      Allow "Assignee" field to be set as required on Field Configuration schemes, like any other field.
