Setup soy templates included on every page

      When creating quick setup you have added soy templates for quick setup to every JIRA page.
      The context responsible for that is js-soy-templates.
      Please create separate context only for your requests and require it accordingly.
      This is affecting significantly JIRA performance adding 57kB to each page.
