As a JIRA workflow designer I want to be able to add custom, or any, fields directly to the details section so that I can keep important fields visible regardless of how many tabs are added or which tab is in focus.

Currently when I add custom fields they are visible in the Details section of the issue view. When I then add a new tab to the same screen my custom fields are added to the tab and removed from the details section.

I propose that we add a section in the screen configuration to add fields directly into the UL element of the details section as well as being able to add the fields to tabs. This could be expressed as an additional "tab" area that is always visible just beneath the details section.
