      Some users often start logging an issue, but then they realise they need to collate more information.

      What they would like to do is to be able to save what they have as "Draft" (its not visible to anyone else) and they when they have the full information, they can complete and properly submit it.

      Update

      As of December 2022, we've introduced the minimized windows to the issue create experience. This allows you to navigate around Jira while keeping your issue hidden until you are ready to create by minimizing the create window. This provides a similar outcome to needing to keep an issue in draft.
