Hypertext and Javascript needs replacement before deprecation

    Description

      NOTE: This bug report is for JIRA Cloud. Using JIRA Server? See the corresponding bug report.

      If you are going to remove Hypertext and Javascript from the description field, there should be a replacement before the removal.

      Currently this feature is broken in user picker fields.

      Is there currently another way to do formating of the description text or provide clickable links to more help for users?
