As an admin, I'd like a more detailed error message for failed login attempts

      Problem Definition

      Currently we get a generic error when the user is not able to access JIRA.
      "jirauser tried to login but they do not have USE permission or weren't found."

      Suggested Solution

      These are pretty distinctive reasons for the failed attempt and would be much more helpful if they had two separate error messages, one for the permission error ("do not have USE permission") and another for the LDAP search ("weren't found").
