Allow for bulk edit addition of attachments

      It is very difficult and time consuming to upload attachments to each affected Issue in order to keep them all in sync with the latest mock-ups and documentation. It would be extremely helpful to have even a limited ability to upload attachments to more than one Issue at a time.
