The project REST API does not return a project for a user that has administrator role but not user role.

The doc says: Returns all projects which are visible for the currently logged in user. So, we can debate what visible means, but clearly a project administrator (actually a system administrator) has visibility to the project even if they are not a user. It seems natural that they should get a list including the project. Same for the specific project API (by key).
