Allow an admin function to only show unreleased versions in issue Fix Version field.

      A user should be able to choose a Released version from the Affected Version drop-down (like today), but not from the Fix Versions (like archived release behaviour today).

      • Today, if the Version is archived, then the version is not available from both the Affected and Fix version.
