This release contains the work from SHPXXVII-10.

We added a page in project admin, so that HipChat notifications are more discoverable.

• This looks for post functions that the project uses and displays them in a table
• Users can edit and delete existing HipChat post functions, but cannot create them here (that is a lot more work)

On the create/edit post function page:

• JQL autocomplete
• AJS.MultiSelect room picker (really useful if you have a lot of rooms)
• Custom messaging - this allows the user to type their own notification message, with some macros to render the issue icon, key, summary, etc.
