Steps to reproduce:

1) Navigate to a project
2) The Browse Project page is displayed, Click on Create Issue button.
3) The Create issue popup is displayed with 'Configuration Fields' and 'Create another' check box.
4) Navigate to Project Admin Page and click on Create Issue.

Expected Result:
Create issue Popup needs to be displayed.

Actual Result:
The Create issue page is displayed instead of Create issue Popup.

To have consistency over the create issue functionality, we suggest that there should be single popup of the Create Issue displayed when clicked on the Create issue button and the 'Configuration Fields' and 'Create another' check box should be present in the popup.
