Remove 600-second timeout for plugins to start

      Back in the old JIRA Studio days we had to have the plugin system's timeout set for 600 seconds due to the lack of IO performance or JIRA would sometimes fail to start up. This is entirely unnecessary in OnDemand, and in fact is a big pain because we occasionally have to wait the full ten minutes for JIRA to fail to load a plugin.
