Currently, users need to input both a "java" and a javascript date format in JIRA Administration.

This requires them to have intimate familiarity with java's SimpleDateFormat and the unix format used by the calendar JS widget and for these values to match semantically.

This needs to be abstracted out into one single setting that does not require the user to understand the technical details of how we implement dates in the client-side/server-side etc...
