When creating a new bug and you have leads setup for each component and have the default assignment setup to those component leads, if a person creates a new bug and assigned multiple components and the "Assign To" field is set to "Automatic", then the person that is assigned to the bug is the 1st component lead in the list of selected components. We would expect (or want) the "Automatic" assignment to choose the Project Lead since they're in the best position to decide who should fix this issue.
